There is no international waters in war. The conflict is where ever they meet.

the right of visit by foreign warships in international waters is restricted under international law (Article 110, UNCLOS), the U.S. is operating under a strategy of “belligerent right to visit and search,” particularly as part of enforcing sanctions and preventing the supply of military materials.

Article 27 under 110:

Criminal jurisdiction on board a foreign ship

1. The criminal jurisdiction of the coastal State should not be exercised on board a foreign ship passing through the territorial sea to arrest any person or to conduct any investigation in connection with any crime committed on
board the ship during its passage, save only in the following cases:

(a) if the consequences of the crime extend to the coastal State;
(b) if the crime is of a kind to disturb the peace of the country or
the good order of the territorial sea;

None dare call it “piracy”.

This is “enforcement of sanctions”.

Only fools and chumps would call it piracy. The U.S. sank hundreds of ships bound to and from Japan. U-Boats attacked neutral shipping bound for Britain, and no one called it piracy.

The U.S. threatened to intercept Russian ships with nuclear weapons bound for Cuba in 1962. Russia backed down, and Khrushchev was ousted as a result.
