Lacey is Thurston County where, unlike King or Pierce Counties, they tend to enforce the law according to my conservative brother-in-law who lives and works there for the State.
King = Seattle
Pierce = Tacoma

I live in Thurston County. The police, especially Lacey, Tumwater and the Sheriff's Dept. enforce laws as far as the liberal state laws allow. So your B.I.L. is correct.
The problem is the courts. So many of the County superior court judges who hear cases that involve juveniles were appointed by lefty Governor Jay Inslee when bench vacancies happened. They then ran for election when the appointment expired.....unopposed.
Why were the boys out at 2am?

There are about eight times as many Blacks as Whites in the U.S., so - assuming total randomness - the odds should be eight to one. A probability of 12.6 to one is about 50% higher than we would expect. That they are, in actual fact, 12.6 to one suggests that Blacks are a) either 50% more (racially*) motivated to seek out White victims, specifically, or b) Whites are 50% less (racially*) motivated to seek out Black victims (highly unlikely, but I'm listing it for the sake of completeness).
Since it is false to assume total randomness - after all, Blacks and Whites are not uniformly dispersed and mixed throughout the country; rather, each group tends to live mostly amongst their own kind, and esp. associates mostly with friends, family, etc. of their own race, the observed rate suggests that Blacks are even more (racially) motivated to seek out White victims.
* Racial preferences in targeting victims could be due to 1) simple race hatred, or 2) the perception that individuals belonging to the targeted race make better victims (e.g., carry more valuable belongings with them, if the murder is also a robbery).
