20 stories is a “ high-rise” ? Per current NFPA standards:
Low-Rise: Up to 4 stories
Mid-Rise: 5 to 12 stories
High-Rise: 12 stories and above
Skyscraper: Typically 40 stories and above

Forget laying or lying.
Just reduce the sentence into using the phrase, ' a portion of the building collapsed into a pile of rubble. Avoid the debate or confusion about the proper word usage.
