The conservative think tank behind crafting Project 2025 will call for a "Manhattan Project to restore the nuclear family" in response to America's falling fertility rate, according to a draft policy paper.
The Heritage Foundation's draft position paper called "We Must Save the American Family" calls on President Donald Trump's administration to enact policies to encourage more people to get married and have children, according to a report in The Washington Post, which obtained a copy of the five-page executive summary.
Newsweek has contacted The Heritage Foundation, via email, for comment.

I know right? The horror Americans having more children. What evil monsters could have thought that up.
Pretty much all countries are taking actions to increase births.
US population rise has depended for a very long time on immigration. Even with immigration the rise is under 1%/yr. With immigration slashed, we will go negative and maybe sharply.
Countries like China have population rise lower than the US. Various sources claim -0.1% and some +0.1%. Big difference from the US? They EMMIGRATE. Not immigrate. They are achieving 0% growth despite emmigration.
Same with Russia. Nearly 0% growth. Slightly negative. But they have net emmigration. They are achieving that with no influx. (though clearly they will have either all or just parts of Ukraine and the relevant population added).
India also has net emmigration but are still growing their population.
Globally the big source of population rise is Africa. It’s rather large. 2.5% growth rate. Every one of whom will want to consume more oil.
They call it a "fertility rate" as though women are becoming less fertile. It's a birth rate, not a "fertility" rate.
This isn't about people or preserving families, this is about tax and debt slavers need to keep their investments going. The population explosion and migrations, to fuel global industrial work over the last century and a half, are the unnatural series of events, not the adjustment downwards.

Stop taxing the hell out of families to support the grifting welfare state is the best thing they can do.
And it has to be a big cut. Like making the first 100k tax free and/or 40k per child deduction.
So married couples that want to raise a family don’t need two jobs.
Trump’s policies on immigration and tarrifs will also help.
That’s what they want you to believe by the headline. They are so against the nuclear family that they will try anything, like attributing increasing the birthrate, to their 2025 boogeyman.
You’d have to make sure housing is affordable and that women don’t have to work full time jobs . Not flooding a country with 3rd Worlders would help too since no wants to raise a family in an ethnic war zone.
I don’t see either party doing anything about the birth rate problem.
We had decades of “over population” propaganda so maybe pump out pro family propaganda but that would take decades to impact people
Even if we lower the federal income tax rate to %, our birth rate will not go up.
Ultimately, they would either have us divorced so we'll end up penniless and dependent on the government.
The horror, the horror.
Maybe we ought to adopt the practices of certain African tribes in the name of “diversity” and stone any woman who has not had at least two children by age 25?
It's not just that.
Our society encourages divorce. So it's very difficult to increase the birth rate due to the collapse of the nuclear family in America.
There are so many distractions, entertainments, and amusements, etc. now that I don’t think the “humdrum drudgery” of having and raising children is a draw even with government funding to encourage it. We have tech’d ourselves out of replacing ourselves.
Oh no! More Hispanic Evangelicals
National Debt, Social Security/Medicare and Medicaid are the big 3. If we cut 2 of these 3 we handle all 3.
Cutting other stuff is necessary and good...but not significant in the math.
