One of my dad’s friends was a drilling engineer with Exxon. They drilled a couple of wells offshore of Santa Barbara. Lots of oil found. This was mid 1970’s.
The state of California shut down the wells and forced Exxon to abandon them.

Maybe PEMEX (Mexico) or PDVSA (Venezuela) would buy the plant.

There are very few operators who want to work California. It would be less risky to drill in Venezuela.
