To be honest it doesnt matter if they count noncitizens.

What matters is if the noncitizens are counted in the total in how many representatives a state has.

I say they should not factor in at all, they are not citizens. The state should not get extra reps for noncitizens living in them. Only citizens should be voting for reps anyways. Therefore thats who the reps, represent.

If they are gonna say they represent noncitizens they are also working for/representing foreigners interests, and that is not acceptable.
