County devastated by Texas flood predicted nine months ago that dangerous flooding would hit THIS YEAR but failed to act

An internal report prepared by officials in the county hit worst by the Fourth of July Texas floods predicted such an event would occur this year, DailyMail.com can exclusively reveal.

The report also said the number one priority for saving lives in heavy floods was to 'improve the delivery and effectiveness of warning messages'.

But the report, published just nine months ago in October 2024, shows officials knew of the dangers but dragged their feet when it came to doing anything about them.

Not only did the Kerr County Hazard Mitigation Action Plan explicitly note that a flood event was 'likely' in 2025 and 'probable' by 2027, it also accurately forecast the places most likely to be hit.

'The local planning team determined it is likely that Kerr County and the participating jurisdictions will experience a flood event in the next year, meaning an event is probable in the next three years,' reads the report, which was drawn up by seven officials from varying local bodies.

It goes on to note that past floods had maxed out at 10 inches – a stark contrast to last Friday when the Guadalupe River swelled into a monstrous 23ft wall of water in a matter of minutes.

But despite the strongly worded warnings from its own officials, Kerr County put off nearly all the flooding recommendations, listing them as 'deferred' in a table towards the end of the 220-page document.

Flood preparations in the county, 100 miles west of the state capital Austin, have come under scrutiny in the days following the catastrophic deluge.

A report suggesting flash flooding in the Southwest? That doesn’t sound like a stretch worthy of emergency action. That stuff happens often in that part of the country.

That’s akin to suggesting there will be a bad hurricane hitting the southeast sometime in the next 18 months. Most Floridians would look at you and shake their heads.

Anything predicted 9 months in advance, in particular something weather related, is absolute pure unadulterated bull shit.

They may think of it as probable, but not a for certainty foreseeable happening. The story is blame-game click bait.

Blah blah….it’s not delivering the information that is the problem - it’s having someone one the other end to receive it and ACT.

Show me who at the camp was monitoring NOAA Weather Service radio in the middle of the night and an emergency plan for evacuation of at least the most at-risk kids when flooding is predicted and I’ll revise my opinion.

Noting that I am an unrelated observer, “failed to act” accusation seems to ignore that Kerr County was possibly denied funding for warning system.

"But the new warning system never became reality. Though local officials agreed to spend $50,000 on an engineering study, which made specific recommendations for such a project in 2016, they never secured the $1 million they estimated would be needed to implement it – despite asking for help from state officials at least three separate times." —Kerr County asked Texas to help pay for a flood warning system for 8 years. Can it happen now? (7.7.25)

Insights welcome.

The report mentions possibility of a a 10” flood. They received a 23’ wall of water. Failed to act to do ... what exactly?

Also, the US weather service issues heavy rain predictions. They did so at ~4A. Then, <20 minutes later they go “Oh Shitte!” and upgrade the warning to an emergency.

This is not like watching a hurricane come aground. I’ve been in one in Houston and there is no way to miss it. I’ve also been in tornadoes in the area around StLouis — a warning is the highest level and that just means one touched down within miles of you. Not much use, really.

A flash flood in hill country, however, is totally different. The rain can occur miles away, on a different river. Yah don’t know until weather radar goes flashing red — which is minutes away from a flood.
Could alarms have been put up? Sure. How come the country did not?

The Brazos River has old-fashioned alarms at every dam and can be heard for miles.

This flooding happened in a somewhat unpopulated/unincorporated area. The feds had no river gages on the south fork in that area because it basically a head water. I think it is likely most people in Kerr county live out of harms way and didn't want to pay for a rarely used alert system.

I have relatives the live in Sugar Land, TX near the Brazos River. They pay big bucks not to hear a flooding siren going off. Their levee system survived the massive Harvey flooding.
