I hate it when others do this to me, but the expression really is “tinker’s dam”.

The best would be a John Lindsay, handsome, charismatic, willing to compromise but basically Republican.

When I was living in NYC in the 1970s, Lindsay had a reputation as one of the worse mayors ever. He was blamed for NYC's fiscal crisis, and the reason Beame became mayor.
