Should be an easy thing to have people caught doing graffiti have a penalty of cleaning graffiti. People caught, throwing trash can have a penalty of cleaning trash. Able-bodied men looking for free meals could be required to bring a bag of trash from the streets before getting the free meal.
Los Angeles is not hosting all of the games. Maybe the finals can move to Miami and be right near Mar-a-Lago.
