The House has officially recessed for August BUT the Senate has not. They are still in session through August 1st, the last pro forma date scheduled via the House to keep them constitutionally whole as noted again in the attached picture.
And if you don’t believe that if @POTUS wanted to do recess appointments and the Speaker and Leader would NOT work with him, go touch grass.
What’s key here is what I have highlighted in the picture: constitutional requirement that the House not adjourn for more than three days without Senate consent (U.S. Constitution, Article I, Section 5, Clause 4).

Traverse City is one of the nicest cities anywhere. Normally safe, bustling, very clean, and fun. Unlike when going to the bigger cities, I've never kept my head on a swivel there, it's always felt safe. Every couple of weeks we will go out to dinner at a restaurant there. The restaurants are great, many are highly touted and with good reason.
There is no back story on this, whether we had an insane person loose, or a member of the religion of peace. We have no idea yet.
What a horrid situation. Pray for the victims.
