MSN reports that this law ensures that “everyone has access to the digital economy” as if its true or actually happened. The law was a mess that was never really implemented due to a byzantine application process.

They threw in the words veteran because they know people are tired of being told to give all the resources to “minorities” where the unspoken truth is they misuse all those tax dollars on cheap alcohol and immoral entertainment.

They include veterans to make it hard to say “no.”
Then they use the veterans as their shield for defense.
But the requirements for veterans are stiff, few will qualify for the program.
Furthermore, the veteran population is 6% of the adult population, most of them are gainfully employed and productive and won't qualify.
Veterans might comprise .8% of those getting aid.
This is really an urban black hand out program.
And never did a damn thing (or precious little). Money wasted.
