House lawmakers on Tuesday voted to pass a measure which would help the federal government recover billions of dollars lost to fraudsters during the pandemic.
The Pandemic Unemployment Fraud Enforcement Act would extend the statute of limitations on pandemic-era fraud cases to 10 years. The extension would provide critical time to investigate and prosecute fraudsters, ensuring those who defrauded the government of federal relief funds can still be prosecuted.
Rep. Pat Harrigan, R-N.C., who supported the bill, said the measure brings accountability to those the federal government.
“The American people deserve accountability,” he wrote. “In the rush to respond to the pandemic, Washington’s reckless spending created an open season for fraud, and criminals lined up to cash in.”

The law will be challenged as Ex Post Facto, which the SCOTUS has already ruled on. What can happen is a Judge can consider the most egregious cases and extend the SOL. While I am all for tracking this down, the law itself has to be Constitutional.
In this case, I am not sure it actually is?
The U.S. Supreme Court opined in Stogner v. California in 2003 that a change of a statute of limitations cannot be retroactively applied to crimes which were committed prior to the law’s change. If the law extending the SOL period is passed before the SOL expires, I think it is legal. If the law reinstitutes the expired period, it would be illegal.
