At first, I thought he was referring to Military Districts. After the Civil War, Congress folded ten rebellious southern states into five military districts. The states could be readmitted to the Union if they wrote new state constitutions ending slavery and ratified the 14th Amendment.
Granted, this violated everything for which Lincoln had fought the war. It sidestepped the fact that the US Constitution doesn't define military districts. It elided the fact that only states can ratify amendments, not territories, not military districts, not the District of Columbia, not the United Nations -- yet! But in the aftermath of Lincoln's assassination, tempers were hot, and things were not done by the book.
I was thinking that a new amendment to the Constitution might more easily permit the sundering and merging of states into different states.

The Framers did not envision using armies to *FORCE* populations to do what Washington DC said.
Granted, this violated everything for which Lincoln had fought the war. It sidestepped the fact that the US Constitution doesn't define military districts. It elided the fact that only states can ratify amendments, not territories, not military districts, not the District of Columbia, not the United Nations -- yet! But in the aftermath of Lincoln's assassination, tempers were hot, and things were not done by the book.
This is exactly correct, but the side that used the Constitution as their argument to justify invasions should have been required to adhere to the Constitution that they insisted be imposed on others.

-—> prosecuting wholesale cheaters
-—> cleaning state/local voter rolls
-—> auditing state/local compliance in Federal elections
-—> Voter Photo ID
-—> control of the Postal Service
-—> eliminating Federal deadwood staff mischief
we have a fighting chance to see this all happen.
For the bad guys, it should indeed feel like an all out assault.
MEANWHILE—we need reform to stop election officials who deceptively write misleading titles to pass bad laws, bonds and referendums and initiatives.

In Florida, you have to provide your birth certificate and a few other documents to get your driver’s license/state ID, which both have photos. For voting, you have to show your ID.
