State auditors took a deep dive into the Connecticut State College and University's (CSCU) Chancellor's spending between multiple purchasing cards provided by the institution.

Auditors analyzed the first card Cheng held, which had $27,125 of purchases between August 2021 and February 2024.
There were 43 meals where the total exceeded the $50 per person limit, including tax and tip, totaling over $7,192. The receipts for these meals did not include the names of attendees, as required in the P-card program.
Multiple meals were not itemized or did not have documentation to support the restaurant purchases, including several of the 64 meals that were under the $50 per person limit.
Nearly $700 worth of general purchases in 46 instances were also riddled with unsupported documentation.
There were eight times when the chancellor bought alcohol with the P-card, and one-time $55 was spent on hotel room service.
On Cheng's second card, used between August 2023 and October 2024, he spent $15,776. Auditors found 13 meals that exceeded the $50 per person limit, and many other purchases also did not include a list of attendees, itemization or supporting documents.

The Chancellor's Office card from July 2021 to 2024 spent $82,827, many of which had late submissions, unsupported documentation for meals and general purchases, and were spent on personal transportation and clothes, which were prohibited purchases.

Due to an error, Cheng was being paid double for his $957.85 biweekly housing stipend from June 2022 through March 2023. To make up for it, he has since been repaying $296.83 biweekly but still owes around $11,733 as of Jan. 16.

IF this was any private job, the guy would be fired and potentially referred to the district attorney to be charged with fraud.
IF it was a Rep in a state like CT, the AG would be prosecuting them.
Not sure. I skim read the report and ballpark $20k of misue of the P-cards, from over spends on meals or just general purchases without documentation. Anyone else would be in cuffs.
I could see, say a $60 meal if someone got a dessert but wasn’t planning on it on a rare occasion, but it was thousand of dollars and many instances of double or triple the $50 cap.
