The Hearing Protection Act has been re-introduced in 2025. The act removes silencers/gun mufflers from the National Firearms Act and places them in the same category as rifles and shotguns.
The introduced act does this by adding silencers/gun mufflers to applicable laws that now cover firearms, more specifically, rifles and shotguns, and removing them from the National Firearms Act.
In Title 18, United States Code, in section 922(b) —
(A) in paragraph (1), by striking
“shotgun or rifle”the first place it appears and inserting “shotgun, rifle, firearms silencer or firearm muffler”; and(B) in paragraph (3) by striking
“rifle or shotgun”and inserting “shotgun, rifle, firearms silencer or muffler”; and
The bill also changes the tax on firearms silencers/gun mufflers from the NFA $200 tax stamp to that of the current tax on firearms of 10%.
A specific provision in the bill states that the requirements in the Hearing Protection Act meet any registration and licensing requirements of the National Firearms Act with respect to silencers. This provision meets some state requirements that require silencers purchased and possessed in a state to meet the federal NFA requirements. Arizona has such a requirement. Without such a provision, it would require changes in state legislation to make silencers legal to possess in many states.
The bill has a preemption section that forbids states from imposing a silencer tax or requiring taxes on making, transferring, using, possessing, or transporting a firearm silencer in or affecting interstate or foreign commerce, or from imposing a marking, recordkeeping, or registration requirement with respect to such a firearm silencer.

The Vegas shooting sunk it last time.
- Hearing protection act....get suppressors off the 1934 NFA. Its ridiculous they were ever even on there. Even in European countries that have strict gun control, suppressors are an over the counter item. The claims by the gun grabbers that they would enable more crime because guns are "silent" with them are hilarious. Obviously these people have never been anywhere near a gun with a suppressor being fired.
- Repeal the import stamp requirement for collectible firearms. Again, this is absurd, defaces the collectible and drives down the value. When's the last time you ever heard of somebody sticking up a 7-11 with a Luger? Exactly. These old guns are not used to commit crimes - simply not. So there's no good reason why they should have to have an import stamp on them.
- take Short Barreled Rifles off the 1934 NFA. The only reason they were ever on there was they wanted to ban pistols and were afraid SBR's would be a work around. Then they realized they couldn't ban pistols - but SBR's got left on the ban list. My AR-15 pistol is a pistol...but if I put a vertical grip on it, its suddenly an SBR? Stupid. Ridiculous. Pointless.
- Get rid of the ridiculous points system for the 1968 GCA. Most criminals don't use small caliber cheap little guns. Plastic guns are pretty much ubiquitous and 9mm (maybe .380) is about as small as most people use.
- Repeal the 1986 ban on automatic weapons and allow the importation of collectibles like the STG 44, the Cetme, etc. The $200 tax stamp is not a big deal anymore its the soaring price of automatic weapons caused by the artificially created shortage. When is the last time you've heard of fully automatic weapons being used to commit crimes that was not the result of cheap things like the "Glock Switch" and various auto sears? They are cheap to produce, untraceable and can convert many different kinds of semi autos into full autos. So they're accomplishing nothing by banning the importation of old collectible automatic weapons....which again, are not used in crimes.
After that, nationwide reciprocity for Concealed Carry Permits would be nice. I don't know if we'll ever get that but the items above are not drastic. They would just be incremental steps to prune back some of the most extreme over reaching from previous gun grabs.
Tax Reform is Good!
This past year I purchased one for my .22 and the cost of it alone was what I paid for the .22. Then add on the $200 tax.........It was ridiculous.
And here I thought by the misnomer title. It was about protecting a shooter’s HEARING. I need new muffs, ones that ELIMINATE ALL SOUND of the Retort. Those lawn mower 32 DBs don’t work. I have to add the cone earplugs, and can still hear the Retort enough to worry about more hearing damage.
I want a suppressor for my 300BLK SBR. After the nosebleed for the .22 suppressor, I've deferred the purchase. Getting suppressors off NFA might encourage the purchase.
While it took about 6 - 7 months for me to get the stamp, I recently talked to a guy who just got one and he said it only took about 3 weeks........
The Documentaion and Cost are the main Hindrance of this useful accessory.

That would be a blessing.
I wonder if the stamp applications are dropping off or the feds have added more personnel to handle them?
A friend of mine is a CPA, I'm going to ask him if the tax stamp can be declared on the FED income tax return as taxes paid.
