Why wasn’t this designation made earlier, and how might this policy shift alter the fragile dynamics between the U.S. and its southern neighbors?

It wasn't done because demented open border Biden wanted to enrich cartels, not fight them. And who cares what Mexico thinks about it.

Drones can strike cartel bases and Haciendas. Cartel guys can be sent to Guantanamo rather than the US Courts.
And also... any bank doing business with them can have some VERY serious problems.

I think DEA agents should be concerned. There are many that have knowingly aided and abetted terrorist cartels for their personal enrichment.
DEA is as just corrupt as FBI and CIA.

It means we can wage limited military strikes at the known terrorist locations within Mexico and other southern nations.

This is what terrifies Mexico, what exactly are they going to do.. exactly nothing.

A guy in my judo class was in the Marine Corps Reserve.

His unit was called up, they took them to an unknown country, dropped them in the jungle with mortars and gave them coordinates.

He told us he thought they were in South America and they were shelling a cocaine processing facility, but he wasn’t sure.

Drug cartels are the main cause of American deaths.
More people die of drug overdose than cars, guns, ladders, and all other causes of unnatural deaths together!
Main cause of deaths for younger Americans.

These people should be dealt with like chain murderess.

Actually, the Cartels were in INTEGRAL part of Biden’s human trafficking operation.

And a huge cause of theft, break-ins, etc. You can’t feed a $200 a day drug habit with a McDonald’s paycheck.

As a side story, a rather rich guy I know lives in an exclusive neighborhood. There’ve been quite a few homes broken into. A cop told my friend it’s not outsiders doing it, but neighborhood kids looking for drug money.

Until they find a politician willing to fight them, at which point they turn on the government in question. Just ask any of our assassinated brothers and sisters to the south.

Unfortunately, this will increase assassination threats in the US.
