You might suppose at first that it’s a wild accusation, but I personally know someone it happened to, though not in VT.
If a state dept of child welfare is the accused, I would say it’s very likely true.
Even better odds if the baby is white.
The state knows better than you do, how to spend your money; they know better than you do how to raise children. They can take your money, and they can take your children.
There’s a lot of people that shouldn’t be parents, but trying to decide it before they show incompetence draws a line. For the moms who are having their 8th (no exaggeration) child removed from custody due to abuse, drugs, etc, I have no issue with sterilization. But I have also seen both rich or poor family pour everything into their children to give then opportunity and the kids are successful now.

This is an imperfect world. What would be the position if they knew there were problems and did nothing..........and the mother killed the child?
In a prior time, family, friends, neighbors, churches, local law enforcement filled in the gap instead of govt.
We can complain about govt or fill the gap.
ALL women should answer the call and become mothers, even the screwed up cat ladies. How do they raise the child? It takes a village. Churches can step up and force upon them that God is not as evil as governments.

Having said this.... there are plenty of instances where the State should step in to deal with a dangerous mentally ill mother.
I agree. There is not enough infirmation. It apparently started when the pregnant woman was observed acting erratically in a homeless shelter. Was she on drugs. Mentally impaired?
What did anyone in charge do? Did the woman remain in the homeless shelter the entire pregnancy? Was she receiving care during pregnancy?

There used to be minimums for mom and dad to take junior home from the baby ward. You couldn’t be a drug addict and you needed to have a minimum of financial support for the child.
The same logic probably applies to women anticipating birth. I would expect our state to measure them by the latest social media standards. I often see the term ‘assigned at birth” as if the child comes out of the womb as a hermaphrodite creature and the attending physician must make a determination of sex using some undefined set of factors. This determination is only preliminary, and as a social construct, is subject to refinement into a variety of genders. Efforts to help children to live according to their self-evident anatomy is called “conversion therapy” and is considered bad. Indoctrination followed by brutal chemical treatment, and surgical actions to alter the natural self is called “gender affirming care” and is good.
This was only exposed thanks to Biden recently passing the 28th Amendment
The State is not precognitive and has no authority to punish people for possible future crimes.
I knew of a woman, a neighbor, sad to say, who was pregnant with twins at the time horrific sexual abuse, including incest, of her other two kids came to light.
DSS had the twins taken right from the hospital. She never got the chance to take them home and abuse them as well. Bad situation. I don’t know what ever happened to the other two kids.
That said, I do have a problem with 99% of what social services does, but in this case, it was definitely the right move.

No, a person DOES NOT NEED a "license" to do anything. Ever.
Governments impose "licensing" "requirements" in order to exert power over We the People.
Kids should be instructed to never, ever answer such surveys. Nothing good will come from it.
No pets here, but I won't marry a village. IMO it takes a man ready to be a husband and father and there aren't many of them around.
