My take: Best I can tell it's not saying that the immigrants themselves are filing charges (which only citizens can do, per the article). But the leader of the non-profit is filing charges. The article doesn't say who the leader is, though.

I hope right minded people in certain parts of Ohio sue Chandra under the RICO act. This coordinated effort to enable the risk placed on law abiding citizens, limit their free speech and reporting of facts, and to undermine public safety shouldn’t be tolerated.
