Does this mean there are two tiers of voter roles in AZ or does it mean an illegal is welcome to fill out the federal form but they are not added to any AZ voter role?

Even though John McCain is long dead, I believe the Arizona GOP is still controlled by the McCain wing and that wing dislikes Trump perhaps more than the Democrats do.
