In theory this Should mean they can cast a ballot that is NOT counted until the voter has proven they are legal to vote

SO, if I screw up my mail-in vote, the election officials will contact me on the phone and ask that I provide proof I am registered and legal to vote? And that they will hold up the election results UNTIL I do ? How long would I get to come up with 'proof' ?

Maybe the provisional ballots are kept in boxes hidden under the tables and only brought out late at night, after sending all the ‘watchers’ and ‘reporters’ away (due to flooding caused by broken water mains).

Since the don’t know who voted for who, aren’t they just assuming that the only idiots who can’t fill out a ballot properly are Democrat voters ?

Do they run those ballots through the machine more than once because they suspect that the idiots who make one mistake will make more than one ?

Sorry, but your claim that they are “counted despite the rules’ is absolute garbage.

Other than perhaps some local small election, Been a PA resident for nearly 40 years, worked every election for around 10 at the polls and I can’t tell you a single time that provisional ballots swung any statewide election, EVER.

I presume they are notified of this rejections.

Do you know anyone who has been 'notified' of a rejection for a mail-in ballot? Do you know anyone who has worked on election staff whose job it is to 'notify' those who submit ballots that are rejected ? Have you ever read or heard about such a position discussed/mentioned/investigated by the news media ? How would they 'notify' the 'voter' ?

Excellent Questions. It says in link that the voter is notified the mail in ballot was rejected.
So voter voted a provisional ballot for review
However in the article the judge said the provisional should be counted,
System screwed and Dems exploitec it.

So they can legally vote twice...................

What if you make a garden variety mistake on the Provisional Ballot ? Do you get to fill out another Provisional Ballot?

How many 'mistakes' are we allowed to make ?

Yes, my mother two years ago was notified of an error in her requested mail-in ballot (85 and infirm.) It does happen.

Thank you for working the elections.

With your experience, it seems like you would have extensive knowledge of this whole voting issue.

So, you do admit that the provisional ballots could effect local, small elections. I am sure you are correct. You infer it doesn’t effect any other elections.

So, I have some questions.
Do you work in a position where you would have access to all the counts for in-person voting, for rejected ballots, and for provisional ballots ? Does this include all the counts for the whole state?

How do you know when to count a provisional ballot and how do you match it up with the original rejected ballot ?

If one has no count of the rejected ballots, how can one be sure that the amount of provisional ballots does not exceed the number of provisional ballots ?

How is this judge acting as an accessory to election fraud?

In some areas, you can vote 4 times.
1) mail-in
2) drop-off
3) in-person
4) in-person provisional (neighboring precinct).

Exactly. What it will take is TrumpII announcing a unique Homeland Security team (composed of red staters) that will be marshallized to conduct undercover ballot investigation in the mid-terms, by attempting to vote all of those ways using the same identification.

If they are able to vote all 4 ways without being stopped, then heads will roll from the local voter registration board to the state AG.

If it comes down to PA and their illegal 100-hour scam again, it will not be without a reckoning this time.
