Dubai, United Arab Emirates — The oil-rich United Arab Emirates on Thursday announced the completion of the Arab world’s first nuclear power plant, calling it a “significant step”.

Abu Dhabi’s Barakah Nuclear Energy Plant will produce 40 terawatt-hours of electricity annually after its fourth and final reactor has entered commercial operation, the state-owned Emirates Nuclear Energy Corporation (ENEC) said in a statement.

It will generate 25 percent of the electricity needs of the hot, desert Gulf state, where air-conditioning is ubiquitous — nearly the equivalent of New Zealand’s annual consumption, ENEC said.

Saddam tried the same thing. Is the UAE really an enemy?

The APR-1400 (for Advanced Power Reactor 1400 MW electricity) is an advanced pressurized water nuclear reactor designed by the Korea Electric Power Corporation (KEPCO). Originally known as the Korean Next Generation Reactor (KNGR), this Generation III reactor was developed from the earlier OPR-1000 design and also incorporated features from the US Combustion Engineering (C-E) System 80+ design. Westinghouse, which acquired what was left of CE after several previous mergers, sold the rights to KEPCO. Westinghouse then went on to promote its own design, the AP 1000, which has been built in China, and Vogtle in Georgia USA.

IMHO, Westinghouse wasted millions of dollars designing and promoting the AP-1000, when it already had the CE design as part of the acquisitions by its parent corporation, Toshiba. This wasted money, including Toshiba’s s own accounting problems, led to Westinghouse filing for Chapter 11 bankruptcy protection on 29 March 2017. Toshiba was estimated to have 9 billion dollar annual net loss. On 6 April 2018, Toshiba announced the completion of the sale of Westinghouse's holding company to Brookfield Business Partners and some partners for $4.6 billion.

Because the oil won’t last forever, right?

Saddam was wanting the “yellow cake” type uranium to make an A-bomb, not a power plant.

The Chinese are also using the APR design licenced from Westinghouse they add in what the UAE almost certainly will too desalination and district heating or cooling. The waste heat from a reactor is 60% of the total heat created you can make thousands of cubic meters per day of freshwater using that waste heat. The best way would be rapid spray evap desal it’s a 99% recovery process you get fresh water and solid sea salt which is itself a valuable product. No brine to put back in the oceans so it shuts the greens up about brine sea life kill zones. The UAE should desal and use adsorption chillers from the waste heat it’s win win win , electricity on the cheap, lots of drinking water and chilled water for AC in 130F summer temps. Four reactors is 25% that means they only need 12 more to be like France with nearly all their electric needs with nukes. Off peak split seawater into co2 and H2 via bipolar membranes then combine into any number of CH2 compounds any of the alkene or alkanes, alcohols, acetate<< that’s plant food and cattle food , PAO,POE, ,polymers,or feed it to GMO bacteria and you get, sugar, proteins or lipids aka food. Seawater is loaded with co2 it comes out first when you run a current through it as it’s Gibbs energy is less than hydrogen it always out gasses first. The U.S.Navy is using this very fact to make jet fuel from seawater via the co2+H2 bipolar membrane route for nuclear carrier’s at sea. No reason it can’t work on shore off peak at night nukes love to run flat out no need to throttle them if you have a off peak gigawatt scale load handy.

The oil won’t last forever , nuclear power will that’s exactly why. Civilian nukes do not make weapons grade materials in fact you can burn weapons grade materials in them and you get reactor grade which makes crap bombs if at all. The USA tried to use reactor grade they all fizzled or predetonated without first separating PU240/242 from PU239 which being the same chemical element is exceedingly hard to do you need lasers or cyclotrons even nation states struggle with that tech.

Saddam should have asked the Canadians for some CANDU reactors they can be refueled while running on natural uranium...dirty little secret is if you only burn natural uranium for 2000 ish megawatt days per tonne not the full 8000 then and 12,000 now the PU240 to PU239 ratio is less than 4% and that my friends is weapons grade material. You then need a la hague sized reprocessing plant to strip the uranium away from the 0.2% PU by weight in the uses fuel it’s a tiny fraction so huge amounts of fuel is needed no one could hide such a process and the Canadians have never tried too. The Indians went this route for their first weapons and then went to dedicated weapons reactors once they became a declared state. Same for the Pakis and the North Koreans none went the enrichment of uranium route only Iran is dumb enough to try that. The Israelis went right to dedicated weapons reactors in secret skipping over the enrichment or the heavy water route.

This is what China is using. What’s not to love 2.8 cent per kWh and water for 64 cents per cubic meter plus free district heating too. There is 3.78 cubic meters in 1000 freedom units we gallons. That’s $2.41 per thousand gal of water...in North Texas we pay twice that for fresh water then nearly four times that for the first 3 to 6 thousand gallons per month in sewage charges per thousand gallons it’s over $8 bucks per 1000 for sewage.
