How in the world would they stop a helicoptor from landing?

Seems to me all they would need to do is find a spot and drop down.

They threaten arrest of the pilot and confiscation of the copter.

Bad enough these folks are paying for fuel, but the copter they own is sometimes their livelihood.

FEMA needs to be arrested by the County Sheriff!
