Yeah I watched part of it. I don’t remember him giving a city name, but he did say the salmon River watershed. Looks like that’s between Crescent City and Yreka, a little South.
Looks like too much work and likely too many liberals. He sounded too hippy-ish, as opposed to rednecks. But I didn’t watch it all. I’d rather own my own place and not be able to be evicted. (I assume that’s what he means by homesteading? Did you hear him say otherwise?)

I have some friends that went to see family over there, they said the terrain will never recover in our lifetime, it is still very devastated and too mountainous to access to clean up all the debris

It does and there has been some VERY small earthquakes recorded from it. There is no indication of any immediate danger though.

If there is no water then yes the Sand Dunes do blow and shift. Once all the dams were built and they were able to irrigate this area sand grows A lot of different crops and lawns are nice and green. So when they build on the Dunes and irrigate it is stable.
