Both sides could theoretically do damage; but in many ways Iran is much more vulnerable to the economic fallout of severe escalation. Hit their oil terminals by submarine and it’s pretty much game over for Iran. Israeli ports are at risk of missile strike, mostly from Lebanon I presume. Iranian submarines may lurk but probably not undetected.
