After they spotted him one of the officers should have kept him in sight while other officers went to find him. Overall, I blame the Secret Service for not supervising the assignments, but the locals made mistakes as well.

The Secret Service is supposed to coordinate operations with local police agencies, and have on-site communications with them. This obviously didn't happen.
