Biden returns from Delaware on Tuesday after recovering from Covid at his house there.

WASHINGTON — President Joe Biden will give a prime-time address from the White House on Wednesday to discuss his decision to exit the presidential race, according to a source familiar with the matter.

Biden issued a letter on Sunday saying he would not accept the Democratic nomination and then endorsed his running mate, Vice President Kamala Harris, to replace him atop the ticket. Biden was diagnosed days before with Covid, which delayed him giving remarks about the decision.
