Yes, I think he went to that in a later question. I don’t know if he was tying the whispers to the campaign - but I could be wrong.

It seems to me that LE had a clear view of Crooks from their command post. They then left the post to search for Crooks and it was left deserted when he returned to commit the shooting!

That is the picture Paris is painting. I wonder why no one is asking who instructed Butler ESU to leave and track down crooks, and if one or both had to leave for the task - which is definitely an important one.
