Someone paid the cop not to show up. Sounds like the driver in Godfather who called in sick the day Don Corleone was shot.
Why wouldn’t they just put a different cop on the roof if the guy didn’t show? It was the most unsecured and biggest threat on the perimeter. There’s no excuse to leave it open.
