Big deal. There were 3 officers inside the building that spotted this dweeb making several trips to the building and made no effort to confront him until after he was on the roof and ready to shoot.

Were these 3 officers of the 6'-4" Type, or the 4'-6" type?

I believe that at least one was a woman since she supposedly was the one that poked her head up only to have Crooks point his gun at her, after which she ducked back down (and he started shooting after that).
