President Joe Biden will propose on Tuesday a nationwide cap on rent hikes of 5% per year, according to The Washington Post, which cites “three people familiar with the matter.”

The proposal will rescind unspecified tax breaks to landlords who raise rents by more than 5%, although it would only apply to landlords who own more than 50 rental units. This would cover roughly half of all rental units in the country, according to Post sources.

It would not apply to units that haven’t been built yet so as to not discourage construction of new housing, which the Biden administration has made a cornerstone of its housing policy. Affordable housing advocates also support policies that lead to the construction of new housing.

Studies on rent control, however, often conclude that it is not a sound policy for bringing rents down because it can prompt landlords to convert rental housing into condominiums, thus shrinking the supply of rental housing.

At the first presidential debate three weeks ago, Biden included a reference to capping rent hikes at 5% but didn’t provide any details. He also said the nation would build 2 million new housing units in his second term.

In his March State of the Union address, Biden called on lawmakers to enact a $10,000 tax credit for first-time homebuyers and people who sell their starter homes. He also mentioned the construction of 2 million new units and an unspecified cost reduction for renters, which now appears to be the 5% annual cap on rent hikes.

Landlords can receive a number of federal tax deductions. These include depreciation, mortgage interest, operating expenses and property taxes, among others. The IRS also offers a Low-Income Housing Tax Credit that can be claimed by landlords who build or rehabilitate affordable rental housing.

Rents, in addition to home prices, have skyrocketed since the COVID-19 pandemic began in March 2020. According to Zillow’s observed rent index, nationwide rents have increased 32.1% from then to now. Housing costs have been a key driver of inflation, an issue that’s plagued Biden’s campaign.

“Rent Control” my ass. It’s unconstitutional pure and simple and will only drive up rents because new units (I’ve built hundreds) will simply not be built. Equity partners and lenders will lock their doors!

More democratic/marxist/ communist vote buying is all this is.

I just don’t know where to move to.

Same here. I'm right where I want to be. I have too much . . stuff . to move. I'd consider moving to a very small town away from everything but then I'd be far away from everything (incl. grocery stores, medical facilities, etc . . ).

I live on acreage mostly removed from the outside. I made the decision to live a private life in my twenties. I’m in my late sixties now. I love where I live but I hate what this state has become, a playground for the liberal elites. I was looking for property in Utah before Covid but now the prices have exploded and Utah is out of reach. Maybe in Tn or Ky I could find some private acreage and start over, but I’m not sure I can handle the humidity. It’s bad enough in VT. That’s why I was looking in the south west.

His aides are just spitting out proposals, and plans everyday to try to keep his name in the news, to try to make it look like he's working for the American people. BUT it's not going to work. Oh, and he's running out of freebees, and money to give out for votes.

Every below rate unit will get jacked up to market rate immediately if this gets pushed further. I saw it where I lived when the town started talking about capping yearly rent increases. Nice landlords who helped their tenants afford a place to live had no choice but to dramatically raise rents to near full market or get locked in with no options to raise rents above the target number even in an emergency.

Fighting now in Congress to send a middle-class income and property taxation cap constitutional amendments to the states would add the electors of several deep blue states to Trump’s total and make Congress turn deep red come November.

Federal income taxation shall be capped as follows, on personal income:
below the average yearly apartment rent in the District of Columbia, 10%,
below the median federal full-time civilian employee compensation amount, 22%,
below the average employee compensation of the 100,000 best paid federal full-time civilian employees, 30%,
below the average employee compensation of the 10,000 best paid federal full-time civilian employees, 40%.

Taxation and levies on any residential property of less than 2799 square feet of finished space shall be no higher the 2019 dollar amounts on the property, or for a newer or since resold property what a similar property in the same area would have been taxed at for 2019 if it lacked owner specific tax breaks, increased by 3% per calendar year since 2019 and by any percentage increase to its finished living space.

We have rentals in upstate NY. The 2019 Laws by Cuomo and Tish James were a HUGE poke in the eye for small landlords and thusly tenants. They are more tenant friendly than California as a whole and slightly less tenant friendly than in Seattle.

And now with “Good Cause” being able to be opted into by Upstate, most small landlords are selling en masse due to the fact that the TENANT now has the say so over your property and not you as the actual property owner.
