I think John Brennan and James Clapper was the point man on this assassination attempt. But it was NOT done by a Federal government employee, but either Clapper or Brennan paid off a consulting firm (there a lots of those!) located near Washington, DC to hire a consulting firm employee to brainwash the shooter so the shooter operates effective only his own. Using a consulting firm ensures plausible deniability.
