Not to be overly pedantic.... :-) If that's the one I think you mean, Biden actually said:

"It’s time to put Trump in a bullseye."

Same general meaning, of course, except that "crosshairs" (what you described) are indeed a pair of orthoganal fine lines. A "bullseye" target is a set of concentric circles, with the center circle often being called "the bullseye". Some bullseye targets also have radiating lines, such as a dart board, but the center is a cicle.
