...In any terms, yes, a hypersonic vehicle DOES fly at hypersonic speeds!
In military terms, a relatively easy target? An unpowered vehicle has less ability to maneuver than a powered one. And how does this get up to hypersonic speeds? Russia doesn't have a hypersonic vehicle that launches it, so I assume it's not entirely a simple glide vehicle, although it it probably burns out quick and glides for cruise/descent. Nothing particularly special.
