Headed back home to the CIA. Like minds. This whole thing wreaks of a company op. Where they groom a young nutcase,fill him full of drugs and then send him out to kill. They already know its likely even if he does kill the president he too will be shot and killed.

Even if he's not killed they are careful to make sure the shooter is a true nut case and won't be able to come back on them. Could be a long paper trail on the shooter.

It's exactly what they do and have been doing for decades.Farm the hit out and make sure there are no leads back to them.
