After Homelessness Ruling, Cities Weigh Whether to Clear Encampments

FOLSOM, Calif. — K.C. Alvey treads carefully when she and her dog, Stuart, walk the dappled trail behind their apartment in Folsom, California. Since the pandemic, her neighbors have included homeless campers along a brook known as Humbug Creek.

There’s the man who periodically emerges from the brush, yelling in fear and tearing at tree limbs. There’s the hoarder who fled with his dog as a cleanup crew again cleared his massive campsite — shopping carts, three beds, throw pillows, art, books, mirrors on trees, rugs, torch fuel. Rogue campfires have been frequent.

Until recently, federal appellate courts limited how far cities could go to clear encampments. But late last month, the Supreme Court ruled that they could remove homeless residents sleeping outdoors, a decision that has already begun to reshape how they deal with homelessness.

Three days after the decision, the Folsom police announced they would start citing recalcitrant illegal campers, though they also would team up with nonprofits to provide more homeless outreach.

Alvey, 57, a marketing manager, is waiting to see what happens. There have been times when the homeless campers “really creep me out,” she said. But she also wants “to be sure they have somewhere they can go where they feel safe.”

In the two weeks since the Supreme Court decided that the city of Grants Pass, Oregon, could penalize sleeping and camping in public places, city leaders across the country have responded by revising local ordinances and preparing to take a harder line on homeless encampments. Nowhere has the homelessness crisis been more severe than in Western states, where tent communities have proliferated since the pandemic.

Some cities are particularly eager to get moving.

“I’m warming up the bulldozer,” said Mayor R. Rex Parris, a Republican, of Lancaster, California, an exurb 62 miles north of Los Angeles.

This is the biggest quality of life issue of the last 50 years.

DO NOT let your local officials tell you they don't have the power to fix it. Hold their feet to the fire.

I used to commute by bus from a very wealthy suburb (CT).

The bus station in the suburb had a bench and a small shack for waiting for the bus.

A homeless guy set up camp on the bench and moved his stuff into the shack.

...for two days...

Before the bench and the shack were gone.

The homeless guy was gone as well.

It was amazing what the suburb officials could do—and how quickly they could move when properly motivated.

P.S. The bench and shack were not owned by the town. They were actually owned by the state. The town didn’t care. They acted immediately. The state probably did not even figure it out for months.

There are other interesting stories from that town.

The locals are heavily engaged in local politics—and do not tolerate excuses or explanations. When they demand action they are in the face of town officials—and the officials have been trained to act first and analyze later.

They can’t fix it and if the Federal Government starts cutting back on spending, the economic pain will only increase among more & more people & businesses.

Since 1960 federal & state governments have completely obliterated any rational budgeting. Receipts to outlays are horrible at every level.

What is also ironic is globalisation took off, warfare took off, quota hires took off, immigration took off, grievance group pandering took off, at the same time as who cares about a budget? lets just “spend & print.”

I talked to a neighbor who had just gotten back from a big city near here. He was trying to get his brother off the streets. He failed. the brother likes being homeless and begging for money. He said he can make more money begging than holding a job. And it is Tax Free money!
I never saw a bum on the streets around here till the vagrancy laws were done away with. Now they are everywhere.

The CASUAL CRUELTY that Fed, city, and state governments have shown is sorrowing and indefensible.

Many of these ILLEGAL ALIENS (arrest me!) were duped into seeking a better life from forces WITHIN their own “shit-hole” countries. “Cartels” — (predatory criminal rackets) — “Private-Pubic Partnerships” — NGOs — and others who sold them a bull-roar bill of particulars, so they’d pony up CASH they didn’t have to feed the crooks at all levels IN and OUTSIDE the U.S. for passage. Many got killed along the way because ALL these PARASITES — lots of them U.S. Gov “officials” — were only in it to cash in — whatever the cost to poor, stupid innocents.

And now we (America) are overwhelmed with broke, uneducated, unskilled, non-English-speaking. homeless and hopeless DERELICTS, who we-all are somehow now being guilt-tripped into feeling sorry for, and PROVIDING for all this “wretched refuse” tossed-up onto our shores. And lots of them are sick, some are criminals, some insane, and some (more than we know) are dedicated terrorist WARRIORS come here to DESTROY us.

They — the ILLEGAL ALIENS — should have staged revolutions back in their own countries and thrown off the crooks and communists who wrecked their countries, and FIXED their own cursed shit-hole countries. BUT THEY DIDN’T. And now they’re here, and all the rest of us are somehow expected to care and provide for them.

Never forget — DEMOCRATS DID THIS, led by their Criminal In Chief, JOE BIDEN.

There are LOTS of empty warehouses and shuttered former malls that COULD be modified into reasonable places homeless and hopeless could be “safe” and out of the weather,

IF any of our “OFFICIALS” had any common, practical, sense. But, they don’t. Their paychecks cash just fine; and maybe they can think of something to do in a few MONTHS or YEARS; but for now, “meeting adjourned,” and lets go home and crack a brewski...

What needs to be done is as follows:

1. Open up derelict buildings, old dead malls, etc, and round up all homeless and force them into these new shelters where the following will then take place

Step 2. Give psych evaluations and IQ tests to all where they can be sorted into types of vagrants. For sake of argument, let’s call them A’s, B’s, C’s, and D’s.

Your A’s are normal, not crazy dopers who have fallen on hard times. Maybe their house burnt down or they lost their job, etc, but are otherwise functioning individuals who can then be given assistance in finding a job and a place to stay until they can get back on their feet.

B’s are the nuts. These are the old men screaming at themselves in the middle of the street living in their own filth. These are all to be committed into loony bins as there is little else to do with them. Actually insane people

Which brings us to C’s. These are your lifer bums who rather beg than work, and see homelessness as a lifestyle. These would be made to farm and do menial labor at centers designated for their groups, mostly farming and various processing. Making gravel, for example, where they’re paid for their work and rewarded. The ones who shape up will shape up, and the ones who don’t get shaken off like dandruff into our last category.

The D’s. These are dopers and rejects from the previous program.the dopers will be given all the necessary help and tools they need to kick the habit and once clean and staying clean, can be folded into group A for their own hopeful betterment. Non cooperatives are to be imprisoned with parole back into the program after 3 years time for a repeated attempt.

This would effectively eliminate homelessness in my opinion.

The leftist trope is “Ronald Reagan closed all the mental institutions. I used to have an issue of Scientific American (back when it was still scientific and American) from when Carter was finishing out his term. The article described how the mental institution population was down by half.

Mental health professionals were claiming that the mentally ill could be better treated by medication and they should be released to mingle with the general public. The ACLU was suing saying it violates someone’s constitutional rights to do an involuntary admit without a trial by jury.

Let’s reopen the mental institutions.

Yes...are Resort/farm town finally cleaned up the greeters...er...homeless at the exit entering the town. (They are on back streets, oh, and some started a fire in woods not far from us.)
My hub is beginning his campaign for the city to make them leave. YOU/WE, THE CITIZEN have to make them do it.
