It can be fixed just like any corporation that decides to clean out its DEI-related staff and become a "merit-based" organization again.
There are unique bureaucracy-related problems that will work to make the process more difficult, but, because it is military, there are objective standards (i.e., fitness and performance) that can be used to speed the process up.
