I guess ‘toddlin’ means ‘stealin’.

Where are you getting the word ‘toddlin’ from? I fail to see that in the article linked.

It’s NOT in the article. it was a joke. Chicago is known as the ‘Toddlin Town’ and the meaning of that word is not really known so a joke.

Sheesh!
