It is...it’s run by democrats.
It’s more than that.
NYC is easily as democratic as Chicago and has a population of 8 millions yet they “only” had 22 shootings (3 or 4 times larger).
Chicago seems to have a certain population that is very violent and involved in the rap/drug/gang culture.
