From what I saw another commenter say last week, I think there are two parts to that. The conservatives won prime minister or president or whatever they have. Since they have a parliamentary system, they elect the rest of the government separately and evidently the current PM or whatever can schedule it. By scheduling it immediately he made it almost impossible to form a coalition and evidently the Commies had a coalition ready to go.

I don't have it 100%, but I think that's the general idea; their parliamentary system has variables our representative republic does not and so things happen that don't make sense to us.
