The gain of function manipulations would probably be to make it spread in ways other than sexual contact, thus enabling it to be a pandemic level issue.
Fauci was against utilizing Bactrim as a PCP (pneumonia) prophylaxis during the AIDS crisis which resulted in the deaths of thousands. Instead, Fauci, led by greed, kept looking for a big money vaccine.
