If Biden resigns and Kamala becomes President, she can nominate a new VP. She could then resign in favor of the new VP. The problem would be finding someone who could win in November and could get a majority vote in both House and Senate. And of course once in the White House Kamala would not want to leave even if faced with certain defeat in November.
She will push things even farther to the left. She is a poster child bearing person of color for identity politics.
