You mean like doing census and mapping services? Israel employed Gazans in Israel, and the Gazans used the opportunity to create a database on Israeli citizens, how many in each home and when they were home, and mapping out best ways to attack and steal items to bring back to Israel. Other than that, no vital services provided for Israel, just for terrorism purposes.
If it were up to me, don't provide water or electricity until every Israeli hostage is returned.
