I didn’t know the court was beholden to Justice Thomas’ opinion about Smith, since it wasn’t in the final majority opinion.

They weren’t. Justice Thomas’s opinion was separate and not binding (if I understand correctly). But it does, apparently, inform Judge Cannon’s decision.
