She is right, probably without knowing about it in relation to some facets of alphabet soup people in the military, and government for that matter.
In the past, perverts could be blackmailed by enemy agents for secret information, cooperation, etc.
With it out in the open, they cannot.
The threat of some of the alphabet soup people having their way with prisoners if they are guarding them could be a real incentive for POWs to do what you want, or perhaps not fight and become a POW.
