Russia intentionally targets civilians. They’ve killed more than 10,000 Ukrainian civilians since this war started. A handful of accidental Russian civilian casualties are not even worth mentioning. And as far as your claim of nato targeting the beachgoers is concerned, the Russians themselves claim they shot down the missile short of the target.
