Bil-labs and gain-of-function is something which occurs in a bunch of countries. and I’m pretty sure that that kind of research occurs in the U.S. and many countries in Europe and in China and many other places.
Advantage? Every country that has engaged in such research, which means, no real advantage to anyone.
