Property tax is a Wealth Tax.
Should the wealth be poorly invested or even invested in something that doesn’t produce a cash return, it can be tough for it to raise income to maintain itself in the face of annual taxation.
The guy could work at any Taco Bell in our area and make $20/hour from the start. that would be at least $800 week for a regular work-week
If he's even a semi-competent line chef, he could make much more than that.

Considering a roof over your head is the number one priority for survival, "nearly a half.." isn't a good enough return on investment. Six years ago when I was last in Colorado, every street corner bum (and I saw a lot of them) was panhandling every dime they could to spend at the nearest pot shop within walking distance.
They spent $9.4 million, saved $589k and Jarun Laws is back living in his car.

It doesn’t work. The worst thing you can do is give something to someone who hasn’t earned it…. I can only assume you weren’t a parent. Anything the government does has to come with major strings attached… or it just becomes a trap.
Welfare destroyed families in the 60’s because it trapped into both safety and poverty. It’s just a fact my friend.
This may sound mean, but often the most loving thing you can do for a person is kick them in the ass. Life is hard, but the rewards are plentiful. Paying someone a thousand a month to live in a hovel with their loser friends playing video games and watching ESPN will only lead to blight. Mark my words.
But reporting that he makes only $400 / months screams for an explanation - which the article deftly avoids.
