Yeah, that puzzles me too. What's the point of taking something if you're just going to put it back? Seems like a lot work....

Australia is heavily into addressing 'historical injustices' by giving land to Indigenous owners. Huge asset values are involved, especially when there are mineral leases.
It is a noble ideal, but nothing ever seems to get better, and often gets worse. Poverty, idleness and alcoholism thrive in these reclaimed areas. I do not know of a solution.
