Minor point regarding the 10,000 total maximum per day.
I have been an election official (poll worker) in GA for years. SO I have been there and done that.
Let’s get real about the speed of scanning ballots-
When you place a paper ballot into the feeder, it’s takes a second to grab it and pull it in to scan. The scanning process takes maybe two or three seconds. But then the digitizing (call it uploading if you like) process takes several seconds, longer if the ballot is long. The machine then audibly ejects the paper down into the sealed bin, and the vote counter on the display increments by one, and there’s a message telling the voter their ballot was cast. YOu cannot scan another ballot until this occurs.
Point being, if you are really getting after it, with voters lined up to scan ballots, you can do 3-4 ballots scans per minute.
The polls are open for 720 - 780 minutes, depending on your county. Do the math. You cannot break 10,000 ballots scanned in a day. 10 per minute doesn’t do it. You get the idea. [unless the machine wasn’t cleared and zero’d ...]
OK< but what if you are sitting there feeding ballots and you can magically get up to 8 per minute. But even that’s under 6000. 10 per minute - one every 6 seconds (don’t think that’s possible) won’t do it.
FYI the bin capacity is 2000 - 2500 paper ballots and the tabulator raises an electronic stink when you get to capacity. At that point there is a witnessed processed of taking the ballots out of the machine and placing them into a sealable case. A process that MUST be visible to and witnessed by the public, and signed off on by election officials. THEN the process can proceed. I’ve only had to do that once, ever - when Trump won in 2016 ;-)
At 10 o'clock, all the 'witnesses' were chased out and the windows were covered with newspapers. After that all bets are off.................
