People who have no job and live off welfare should be counted as unemployed but they’re not. If they were, the unemployment rate would be 20% and among blacks 70%.
Earlier in our history the congress and President both knew the constitution doesn’t authorize them to give taxpayer dollars for any form of welfare payment. It came up at least two times.

So probably more accurate to say that the bottom 20% pay no taxes due to the standard deduction (and that most welfare doesn't count as income), they don't even need those credits to reduce tax to zero!
